Senior Attorney for **MEMBERS ONLY**SIGN UP NOW*** (NHeLP)

We engage in national, state, and local advocacy efforts to ensure that everyone has access to quality health care. Our team works with lawyers, advocates, policymakers, health care providers, and clients to promote health equity and empower our staff to create a diverse and inclusive environment.

The NHeLP California Policy Team is seeking a full-time Senior Attorney with expertise in Medicaid and the Affordable Care Act (ACA). This role involves policy and administrative advocacy on Medi-Cal and Covered California, with a focus on California's health policy. The Senior Attorney will work closely with the California Policy Team to develop legal, policy, and advocacy strategies to advance equity and access to quality health care in California, as well as participate in national advocacy work related to these priorities.

Responsibilities:

Legal Research, Analysis, and Writing (30%)

- Conduct research on Medicaid laws, administrative guidance, and case law
- Analyze state and federal legislation, regulations, and policies related to Medicaid and the ACA
- Draft and review legislation and regulations to protect access to high-quality coverage under Medicaid and other ACA programs
- Provide legal analysis and technical assistance to stakeholders, including attorneys, advocates, policymakers, and media
- Develop publications, such as fact sheets and issue briefs, on Medicaid, the ACA, and other priority issues for NHeLP

Policy Advocacy (30%)

- Represent NHeLP in discussions with state and local agencies, federal agencies, and policymakers on health issues
- Attend policy meetings and forums to provide input and feedback on health care policies
- Collaborate with other organizations to advance Medicaid and ACA policies in California
- Provide technical assistance and education to advocates, agencies, and other stakeholders
- Conduct trainings and presentations on priority issues for NHeLP

Partner with Other Advocacy Organizations (30%)

- Participate in advocacy groups and coalitions
- Build and maintain partnerships with local and state advocates to promote Medicaid and ACA policies in California
- Collaborate with other NHeLP teams, such as development and communications, to achieve organization's goals

Administrative and Other Responsibilities (10%)

- Write grant reports and document timekeeping
- Participate in internal meetings and working groups
- Assist with organization's strategic planning and development

Qualifications:

- JD degree from an accredited law school and admission to the bar in any U.S. jurisdiction; California Bar admission preferred
- Minimum of 8 years of legal experience
- Commitment to representing low-income and underserved populations
- Ability to travel within California for meetings and occasional travel to the East Coast

Must-Have Skills & Experiences:

- Knowledge of health law, specifically Medicaid and the ACA, and familiarity with California's legislative, regulatory, and administrative procedures
- Strong research, writing, and analytical skills
- Excellent communication and interpersonal skills
- Ability to work independently and collaboratively in a team
- Strong presentation skills and ability to communicate complex issues to both legal and non-legal audiences
- Commitment to NHeLP's mission and values, including diversity, equity, and inclusion
- Demonstrated ability to integrate racial equity concepts into work projects and interactions

Compensation:

- Competitive salary based on experience (starting at $110,400 for 8 years of experience)
