Introduction:

The **MEMBERS ONLY**SIGN UP NOW*** (MOPD) is seeking a highly qualified and experienced labor attorney to fill the role of Chief of Labor and Employment (CLE). The CLE will be responsible for managing the employees in the Labor and Employment division and providing guidance and counsel on employment and labor law issues to the Public Defender and other management officials. Job Title: Chief of Labor and Employment (CLE)

Salary: $102,426.00 - $165,372.00/year

Department: Office of the Public Defender

Experience: 8-10 years of substantive labor and employment law experience

Position Summary:

The Chief of Labor and Employment (CLE) will serve as the subject matter expert in labor and employment matters for MOPD. This includes providing guidance and training to management officials, representing the agency in settlement conferences and administrative hearings, and managing employees in the Labor and Employment division. The CLE will also review and analyze labor contracts and provide recommendations to the Chief Human Resources Officer and the Public Defender on employee and labor relations issues.

Responsibilities:

- Lead and manage the Labor and Employment division, which covers 12 districts and 52 offices throughout Maryland.
- Serve as an expert on employment and labor laws and provide compliance advice to management.
- Advise on a range of employment and labor issues, including the ADA, FMLA, Title VII, FLSA, and other federal, state, and local laws.
- Represent the agency in arbitration, mediation, and settlement conferences, as well as other legal proceedings.
- Manage employees and ensure compliance with labor contracts and laws.
- Act as the chief spokesperson for multiple labor agreements and participate in negotiations.
- Train MOPD staff on labor agreements and agency rules.
- Counsel and advise management on disciplinary actions and contract interpretation issues.
- Work with inside and outside legal counsel on complex labor and employment matters.
- Supervise employees in the Labor and Employment division.
- Complete other duties as assigned by the Public Defender.

Minimum Qualifications:

- Juris Doctorate degree from an accredited school of law.
- Admitted to practice law in the state of Maryland.
- Experience as a practicing attorney.

Desired or Preferred Qualifications:

- Active membership in good standing in the Maryland Bar.
- 8-10 years of substantive labor and employment law experience.
- Experience representing management in settlement conferences and administrative hearings.
- Experience working in a unionized environment and negotiating collective bargaining agreements.
- Strong organizational, legal, and time management skills.
- Excellent legal research, writing, and oral advocacy skills.
- Ability to work well in a fast-paced, deadline-driven environment.
- Exceptional interpersonal skills.
- Ability to work collaboratively in a team environment.
- Proven ability to manage a team and meet all litigation deadlines.
- Problem-solving skills and ability to manage multiple clients and matters.

Salary and Benefits:

- Salary is dependent on experience and follows the State of Maryland salary rules.
- This is a promotion opportunity for current MOPD attorneys at Grade 22 or below, and a lateral transfer for MOPD attorneys currently at Grade 23.
- Assistant Public Defender Supervisor salary ranges from $133,467.00 - $165,372.00/year (Grade 24: Step 15-Step 26).

- Employees receive 6 days of personal leave, 15 days of sick leave, and at least 10 days of annual leave each calendar year, in addition to paid holidays and parental leave.
