Export Compliance Manager - Experienced
Elyria, OH The Export Compliance Manager will be responsible for managing all trade compliance, procedures, and processes for the Fluid Systems Division Export Program. The ideal candidate will be an experienced expert in compliance with U.S. import and export regulations including the US Department of State, US Department of Commerce, US Customs Census Department, and OFAC. The Export Compliance Manager will serve as a subject matter expert and internal consultant on licensing and export processes, regulatory requirements, and risk evaluation. They will also act as an Empowered Official and obtain licenses and agreements from U.S. Government agencies. The Export Compliance Manager will be responsible for overseeing and ensuring that all licenses and agreements are executed and administered in accordance with government regulations and company policies. They will also monitor and facilitate internal systems and processes to ensure that exports of hardware and technical data are performed correctly. Additionally, the Export Compliance Manager will conduct investigations into potential violations of U.S. export regulations and company policy. They will also provide training to division staff on export compliance and act as a mentor in this area. Key Responsibilities: • Manage and lead division export compliance program • Develop comprehensive licensing plans and provide guidance for licensing strategy and program planning • Submit and execute licenses, agreements, exemption authorizations, transaction exceptions, and other regulatory approvals • Work closely with Division Import Manager to ensure overall trade compliance • Develop and provide training on agreement and license limitations and provisos • Coordinate with Corporate and Aerospace Group Trade Compliance office on licensing submittals, violation investigations, and U.S. Government inquiries • Execute parts classification process and dissemination in various company databases • Conduct compliance assessments and audits • Manage FCI/CUI security controls for sensitive military programs • Develop communication strategies and training programs for dissemination of controlled information • Act as Secure Government Programs Security Manager • Participate in Cybersecurity Maturity Model Certification project • Manage division policy and training on export compliance practices • Occasional travel may be required Qualifications: • Bachelor’s degree in Business Administration or a related discipline • Export Compliance certification preferred (e.g., Certified Export Compliance Professional (CECP)) • 7 years of related experience, including 5 years of ITAR and EAR export licensing and compliance experience • Experience writing and submitting technical assistance agreements (TAA) and manufacturing license agreements (MLA) • Proficient in using government licensing and AES reporting sites (DECCS, SNAP-R, ACE) • Strong ability to work within and across teams, and communicate effectively with customers and suppliers • Broad understanding and knowledge of ITAR, EAR, and FTR regulations • Ability to lead process improvements and conduct training to institutionalize process improvements • Proficient in using current information technology, systems, and business applications related to export compliance and licensing Parker is a Fortune 250 global leader in motion and control technologies with a strong commitment to equal employment opportunities.
