Position Overview:
The General Counsel Division of the **MEMBERS ONLY**SIGN UP NOW*** is seeking a skilled transactional attorney to join their Tax and Finance Section as an Assistant Attorney General. This position will primarily focus on providing legal counsel to Oregon Housing and Community Services (OHCS) and other state agencies on matters related to the distribution of state and federal funds. The successful candidate will have experience in transactional practice and a strong understanding of finance and government-supported grant programs. This is a non-litigation position based in Salem, Oregon.
Key Responsibilities:
- Provide legal advice and counsel to OHCS and other state agencies on matters related to the distribution of state and federal funds, including state banking, bonds, investment, grants, and borrowing activities. - Draft, review, and approve various documents, such as contracts, grants, loans, and financing agreements, to increase the volume and availability of affordable housing for Oregonians. - Anticipate and manage legal risks for client agencies and guide them through the rulemaking process. - Analyze the extent of agency legal authority and provide recommendations for compliance. - Collaborate with lawyers, non-lawyers, policy makers, clients, and stakeholders to achieve goals and meet deadlines. - Stay informed on relevant laws and regulations and maintain expertise in diverse areas of law. - Uphold the highest standards of professional conduct and ethics in all aspects of the job.
Qualifications:
- Active membership and in good standing with the Oregon State Bar. - Two years of experience in transactional practice or a combination of relevant career and legal experience. - Strong analytical skills and the ability to work independently and manage a busy workload. - Demonstrated ability to work collaboratively and effectively with diverse individuals and groups. - Commitment to diversity, equity, and creating an inclusive work environment. - Knowledge of general government law, public contracting law, and administrative law preferred. - Experience with finance or government-supported grant programs preferred. - Commitment to public service and upholding the rule of law.
