Brief Job Overview

The Senior U.S. Government Affairs Director will lead USP’s engagements at the Congressional level and among key Federal agencies to advance the USP mission to improve the supply of quality medicines. The Senior Director will represent USP on Capitol Hill, before federal agencies, and occasionally at the state level; advocate for policies that strengthen the supply chain for quality medicines for America’s patients; partner with a range of allied stakeholder groups, especially the members of the USP Convention; and build and maintain sustainable and dynamic relationships with Members of Congress, congressional staff, agency representatives, and allied organizations and coalitions. The Senior Director will identify the priorities of policy makers and collaborate with USP colleagues to inform USP programs based on these priorities and insights from relevant dialogues. This is a highly visible, fast-paced position that requires a pro-active mindset and a sense of urgency to drive impact, collaboration with teams across the USP organization, and the ability to nimbly respond to an evolving external environment while juggling multiple priorities. The Senior U.S. Government Affairs Director will report to the Vice President, U.S. Government & Regulatory Affairs.

In this role at USP, you contribute to USP's public health mission of increasing equitable access to high-quality, safe medicine and improving global health through public standards and related programs. The Senior U.S. Government Affairs Director has the following responsibilities:

• Strategic leadership: Develop and lead the USP government affairs strategy to advance USP goals with a focus on advancing the supply of quality medicines in a more resilient supply chain.

• Sustainable network of relationships: Develop a sustainable framework and execute strategies to build strong relationships with key offices, agencies, the government and external affairs staff of allied organizations, and others to advance the USP mission.

• Advocacy campaign development: Contribute to the development of advocacy materials in support of policy positions, integrate modern advocacy approaches using technology and digital media, and leverage the organization’s network of collaborators to advance initiatives.

• Internal subject matter expert: Serve as the government affairs subject matter expert within the organization. Coordinate with internal partners to identify opportunities to work with the federal government and advance USP’s priorities, and proactively identify enterprise risks.

• Policy tracking & analysis: Proactively track policy developments and key bills and the implementation of relevant laws. Provide timely, written intelligence updates to appropriate colleagues, highlighting information directly impacting them and/or analyzing impact for USP.

• Contractor management: Direct and manage contractors who support USP's legislative and policy advocacy on Capitol Hill and at the agency level.

Who is USP Looking For?

The successful candidate will have a demonstrated understanding of our mission, commitment to excellence through inclusive and equitable behaviors and practices, ability to quickly build credibility with stakeholders, along with the following competencies and experience:

Basic Qualifications

• Bachelor's degree in relevant field. Advanced degree in public policy, law, medicine or other related field preferred.

• A minimum of ten (10) years of professional advocacy experience working in life sciences or public health with at least five (5) years of experience working as a federal lobbyist or in a similar role. Experience with FDA and regulatory issues a plus (although this role is not responsible for USP’s engagement with the FDA).

Skills sought

• Experience developing and implementing advocacy and lobbying strategies.

• Experience developing statements for the record, formal comment letters, and other advocacy content.

• Excellent verbal, analytical, written and interpersonal communication skills, particularly in interpreting and distilling complex information.

• Excellent organizational and project management skills; demonstrated ability to independently manage multiple work streams.

• Experience working with a variety of stakeholders and ability to proactively drive consensus.

• Ability to maintain good working relationships, internally and externally.

• Must exercise nonpartisan/bipartisan professional political judgment.

• Ability to exercise strategic judgment and meet short deadlines.

• Strong critical thinking and problem-solving skills. Must demonstrate creativity and persistence in using multiple approaches to produce the desired outcome.

Additional Desired Preferences

• Experience working in a matrixed organization.

• Understanding of the medicine supply chain, medicines quality and healthcare policy topics.

• Comfortable dealing with complex science, legal, and policy related issues, with a demonstrated ability to simplify and communicate complex science, legal and regulatory policy issues effectively.

• Strong team building skills in the management of cross-functional teams.

• Demonstrable sense of urgency to drive impact for patients.

Compensation

Base Salary Range: USD $174,875.00 – $223,625.00 annually.

Target Annual Bonus: 13% Varies based on level of role.

Individual compensation packages are based on various factors unique to each candidate’s skill set, experience, qualifications, equity, and other job-related reasons.
