Job Description
Experienced managing lead who can effectively carry the current plan, oversee, coordinate activities with contractors, track and report progress, identify risks, interface with multiple functions to ensure effective execution of new facility radio and mass communications systems including 1) new P25 800Mhz radio system project, 2) oversea legacy 900 MHz system, 3) support new emergency mass communication system with engineering contractors and vendors detailed engineering/design, staging, installation, construction, testing, training, cutover and commissioning and completion. Efforts include working with Client design engineering, Radio SMEs, procurement, construction representation, HSE, QA/QC, Operations, Information Management, I&E Maintenance, Security, Fire Department and Dispatch representatives in the El Segundo, CA refinery and other Client business units. Reporting to the Sr. Capital Project Manager / Program Manager for the projects and aligning with the Emergency Services Manager, this role’s responsibilities include working closely with engineering contractors and specialty vendors. Responsibilities include supporting development, reviewing, approving and seeking concurrence with Client functional groups and subject matter experts on deliverables through the phase gated process and / or Agile process for the projects.
General responsibilities:
Project and engineering oversight activities supporting detailed engineering/design subcontractors, vendors, and installation contractors’ scopes. Lead interface management of new communication systems coordinating with the CIS/IT group on upgrades with existing information systems/IT, network, hardware and software adhering to industry specification, security and compliance policies are required. Experience in facilities engineering, management and project engineering roles with field experience are essential. Previous related experience in telecommunications, radio, process control networks, control systems, interfaces with IT systems and cybersecurity control and communication systems, DCS, PLC, SIS, HMI, VFD, fiber and wireless systems, micro wave link / dish, building fire system, UPS systems, emergency alarm, public address general alarm, mass communications, control room, instrument support systems, cabling, HART, asset management, computerized maintenance management and infrastructure efforts are of interest. Responsibilities include subcontractor activities, meeting regularly, ensure adherence to safety, quality, environmental, schedule and cost compliance. Strong engineering management, written and verbal communication and reporting skills are required. Qualifications Required Education:
Bachelor of Science Degree or equivalent in a Facilities Engineering discipline i.e., Chemical Engineering, Civil Engineering, Mechanical Engineering, Electrical Engineering or similar degree, 8 years’ experience required.

1. Technical Skills - Demonstrated ability in key roles with engineering, design, communications, and infrastructure with similar facilities projects. Ability to understand automation, telecommunications and radio systems architectures, key facilities engineering and design deliverables, comfortable working with IT and non-IT partners on new systems, reviewing and managing approvals of deliverables, drawings, construction / installation work packages and assisting in testing and commissioning with final handover. In depth knowledge in communications and Radio in facility design, maintenance & Operations, permitting, and construction is required. Fluent in digitization, simplification, optimization, stakeholder management & competitive performance with growth mindset.

Job Knowledge, Experience & Problem Solving - Demonstrated knowledge of engineering, execution work processes, planning and deliverables, interfaces management, integration, installation, construction, coordinating with Operations and maintenance reps for sign-offs, commissioning, and cutover experience with related scopes. Lead problem solving resolution. Anticipating and effectively mitigating risk. Motivate others to act, supporting the problem resolution, process improvement, or change. 4. Operational Excellence - Strong Safety requirements, reliability, and MOC related activities, track record of performing and supervising all work in a safe and environmentally protective manner. Understanding of OE principles.
