Job Description
The Project Controls Specialist is responsible for initiating and executing Project Controls practices on assigned projects. This position is accountable for cost (budget) management, schedule management, setting up systems on a project (plan implementation), and the proactive control activities and mechanisms specified by Client’s process. The practices of tracking, monitoring, and evaluating the project are aimed at minimizing deviations from baseline plans as the project advances. The focus on day to day details during project execution make this role part of the local (site) project team staffing. Cost Management Contribute to final budget development as a baseline for control Set up integrated control accounts and configure the software and other tools Track the expenditures and manage the budget, using preferred software Work with Accounting dept. to approve contractor submittals and validate payments Prepare and communicate reports and participate in site planning meetings Schedule Management Contribute to final schedule development as a baseline for control Set up integrated control accounts and configure the software and other tools Track the work progress, and manage the scheduling tool (MS Project or P6) Measure and track productivity for any applicable work packages or control accounts Prepare and communicate reports and participate in site planning meetings Proactive Control Physically “Progress” the work (% complete) for each Control Account and Work Package by interacting with assigned Quantity Surveyor or other team member Solicit and collect accurate reporting of all applicable labor hours, material quantities, and progress from all contractors and sub’s, at required reporting intervals. Assess and report out real-time deviations in cost, schedule, and resources (labor, materials, and equipment). Calculate and report out new cost and schedule Forecasts (based on trends and Estimates to Complete). Lead or assist the project team in exploring root causes for deviations, proposing solutions, and initiating corrective actions. Monitor issues and potential changes, track actual changes, maintain the logs, and manage the process on behalf of the Build Project Manager. Quantify the cost & schedule impact of all Change Requests. Miscellaneous Monitor to ensure contractor/supplier compliance with bid package requirements and specifications. Audit the work quality and productivity of engineering and construction crews. Track purchasing and delivery of materials and equipment. Control Risk by monitoring risk factors and their responses, and initiating change as required Collect Historical data (cost, schedule, lessons learned) and capture relevant information for normalization. Any other duties as assigned. Qualifications Required Required Qualifications 7 years relevant experience in controlling budgets, schedules, and other control systems mentioned above. Knowledge and demonstrated experience with MS Project or P6 Minimum of 5 years’ experience in construction related field Ability to travel up to 50% or temporarily relocate to a project site. Ability to set own goals and executing on them with minimal supervision. Ability to prioritize personal work, use time management skills, and continuously improve work efficiency. Demonstrated excellent verbal and written communication and documentation skills. Demonstrated knowledge of, and ability to produce detailed project reports at different levels of the organization. Demonstrated high level of organization. Strong influencing skills, and ability to work with other functions in a project to build understanding of the approach and value of Project Controls Demonstrated ability to facilitate group discussions and meetings Demonstrated ability to anticipate and mediate conflict; ability to develop solutions which all parties can support Proven ability to partner effectively with all levels of the project organization in a team environment. Demonstrated inclusion skills, with appreciation for people with diverse backgrounds, perspective, and identities Preferred Qualifications Certified Cost Technician (CCT) and Certified Schedule Technician (CST) certification by Association for Advancement of Cost Engineers International (AACEI) Knowledge and demonstrated experience with MS Project or Primavera scheduling software. Knowledge and demonstrated experience with commercial cost management software. Demonstrated experience working with technical subject matter experts to design and build a (construction) project that is safe, cost effective, fast, operable, and maintainable. Knowledge and demonstrated experience in initiating and managing integrated Control Accounts for Build (construction) projects Effectively utilizes virtual correspondence and meeting tools to work with others (web-based environment) Demonstrated experience in a structured Project Delivery Process for Build (construction) projects, including required deliverables.
