Job Description
General 1. Develop the project budget and schedule for each phase with progressive detail. 2. Establish budgets by Client’s designated Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS), track commitments / expenditures and budget compliance and deviation. 3. Work with project team to institute a Change Management process. 4. Contracting: a. Work with Strategic Sourcing & Procurement (CSSP) to incorporate project controls specifications into design and build contracts including alignment of schedule of values, deliverables, and requirements with project WBS and project controls plan requirements. 5. Risk Management a. Participate in Risk identification and assessment, with specific input for project scope, cost, and schedule risk factors and their treatments. b. Quantify cost and schedule risks for contingency. 6. Provide reporting on a weekly, bi-weekly, monthly and ad-hoc basis as required. 7. Project Controls planning a. Work with project team to adapt and implement the integrated project controls plan - which incorporates Client’s approved build management plans, deliverables, processes, coding structures, reports and tools – for performing all the project controls functions in Phases IIb, III, & IV. For Phase IV Execution control, include a plan for progressing the work, determine the level of control, identify control accounts/work packages, and establish rules of credit. Phase IIb 8. Scope of Work Packages a. Develop work packages aligned with WBS to a level appropriate with Phase IIb project definition. 9. Planning, Scheduling & Development a. Develop the Project Controls Execution Plans in detail for Phase IIb and III activities (compliance planning, basic engineering, etc) and the Phase IV Execution activities (procurement, detail engineering, construction, startup) with appropriate level of detail. b. Develop the project schedule for Phase IIb and III activities, and for Phase IV Execution with appropriate level of detail. c. Work with design-build contractors to Resource-load the Phase IIB and III schedule with labor, materials, and equipment with appropriate level of detail and to monitor and control engineering productivity. d. Monitor and update Phase IIB schedule for current phase control and reporting. 10. Cost Estimating & Budgeting a. Review/Validate the preliminary cost estimate for the overall project, which will be developed by VAA. b. Support the Build Project Manager and VAA to develop a detailed cost estimate for Phase III. This includes required planning and a documented Basis of Estimate. c. Monitor and control spend for current phase control accounts keeping close control on engineering productivity and deliverables. d. Develop cashflow and time-phased baseline curves for each phase. 11. Change Management a. Work with project team to develop the Change Management process. This includes incident tracking system, potential change logs, formal valuation of requests, contingency drawdown, risk and impact analysis. b. Track current phase changes and update EAC. 12. Procurement Planning a. Work with project team to develop Contracting Strategy and contracts which assure owner control. b. Support the preparation of bid templates. c. Help define project controls requirements in the Invitation to Bid/Bid Pkg Phase III 13. Scope of Work Packages a. Develop work packages aligned with WBS to a level appropriate with Phase III & IV project definition. 14. Planning, Scheduling & Development a. Plan the Phase IV Execution activities (procurement, detail engineering, construction, startup) with level of detail to ensure Owner control. b. Develop the master control baseline schedule for Phase IV Execution. c. Resource-load the schedule with labor, materials, and equipment to ensure Owner control. d. Perform cold-eye schedule review and validation – see breakout on bid form. 15. Cost Estimating & Budgeting a. Support Development of the authorization grade cost estimate at the end of Phase III before entering Phase IV Execution. This includes required planning and a documented Basis of Estimate. b. Provide market and historical unit price and metrics to support negotiation with suppliers. c. Perform cold-eye estimate review and validation – see breakout on bid form. d. Monitor and control spend for current phase control accounts keeping close control on engineering work hours, productivity and deliverables. 16. Change Management a. Work with project team to develop the Change Management process. This includes incident tracking system, potential change logs, formal valuation of requests, contingency drawdown, and risk and impact analysis. b. Track current phase changes and update EAC. 17. Procurement Planning a. Work with project team to develop Contracting Strategy and contracts which assure owner control. b. Support the preparation of bid templates and supplier evaluations. c. Help define project controls requirements in the Invitation to Bid/Bid Pkg Phase IV 18. Implement Client’s progress tracking tools and report Contractor scope progress on a milestone and earned progress (% complete) basis against planned progress and productivity and aligned with WBS and Work Packages. 19. Ensure that progress of the Contractor’s scope of work is baselined, measured and reported using EVM so that the timing of completion of activities and milestones can be accurately forecasted. 20. Confirm that expenditures related to the Contractor’s scope of work are measured so that invoicing and payment accurately reflect the labor and materials consumed and are aligned with the WBS and control accounts for EVM reporting. 21. Track Contractor’s scope of work changes and analyze progress of the Contractor’s scope of work, work hours, and cost trends by component and maintain the estimate at completion (EAC). 22. Track the work progress and status the schedule. a. Manage scheduling tool and provide progressing updates. b. Prepare and communicate progress and schedule reports for integration with project controls cost budgets and to project stakeholders and participate in work planning meetings. 23. Manage all project expenditures. a. Work with Accounting and project team to approve contractor submittals, verify vendor invoices, confirm schedules of values and bills of quantities, and accurately allocate payments. b. Prepare and communicate reports to project stakeholders and participate in budget planning 24. Review the Performance Measurement according to the plan developed for each Work Package. a. Performance Assessment & Forecasting b. Assess variances against baselines for cost, schedule, labor and productivity, and resource usage. c. Calculate Earned Value for each measured work package or “control account” and report out weekly d. Forecast the cost and schedule at each reporting interval, and look for trends (good and bad). e. Initiate Corrective Actions - seek out bad outcomes, communicate immediately to all parties, and propose solutions 25. Implement Change Management Plan a. Monitor issues, potential changes, actual changes and manage the process b. Quantify the cost & schedule impact for each change request and make adjustments to the schedule and budget as changes are approved. c. Manage the approval routing on behalf of the Build Project Manager/Construction Lead if needed 26. Historical Database a. Collect actual cost & schedule data into Client historical database, with information to normalize and build metrics.
