Job Description
Working within the Project Delivery Team (PDT), and with accountability residing with the Resident Electrical Engineer, the Construction Power Electrical Inspector/Electrical Isolation Authority is responsible to ensure the integrity of the site electrical system, including the 25kV utility distribution system, and emergency power generation. Provide electrical inspection services as required to support the ongoing construction program on site and assist the site team on electrical issues to mitigate hazards, promote safety via relevant codes and standards. The purpose of the Construction Power Electrical Inspector /Electrical Isolation Authority is to assist the Resident Electrical Engineer on electrical issues on site, steward the permit process, identify and mitigate hazards, promote safety via application and enforcement of the relevant codes and standards, and ensure the quality and integrity of the site electrical system. In addition, inspection of electrical installations to ensure conformance with issued project documents and adherence to relevant codes and standards is an integral part of the duties. • Implement electrical policies, procedures, methodologies and codes of performance for contractors from client perspective to provide a baseline of acceptability from which conduct and product will be measured and accepter by client. • Implement process to continuously monitor Contractor's Electrical Safety Programs and related work practices to validate that the contract electrical workers are qualified/competent, and understand the electrical hazards c shock and arc flash. • Review Emergency Response to electrical incidents with the Site Emergency Response team to ensure they have specific electrical safety training and are familiar with approved methods for the release of shock victims. • Implement permits to control the release of energy on the project, regardless of generated or utility power. • Provide project control duties on site to monitor contractors, troubleshoot problem areas, and ensure all electrical installation is in accordance with design including any design changes, witness testing and recommendations. • Prepare all requisite documentation for control activities to ensure client has satisfied all obligations in maintaining records for due diligence in the electrical field. Reports, inspections, witness testing, etc. will be transmitted appropriately to all relevant project personnel so all parties will be aware of contractor performance and status. • Ensure all project electrical activities are in accordance with, as a minimum, the Canadian Electrical Code and all relevant CSA standards governing electrical work and conduct. • Assist project team with electrical scope review and delineation, maintain site consistencies to ensure all client baselines including design, conduct, procedures and end product and flowed through the contractors and measured via monitoring, inspections, sign-offs and document control. • Provide recommendations for best safe work and operating practices. • Continuously monitor Contractors' Electrical Safety Programs and related work practices to validate that the contract electrical workers are qualified/competent, and understand the electrical hazards of shock and arc flash. • Validation of Contractor electrical worker competency to ensure that workers are skilled and experienced to work on particular electrical equipment and systems. The contractors' training and competency validation process of its staff should be reviewed to ensure the training provided to its employees is acceptable. • Implement the client Permit System to be applied to all new and existing electrical installations on site. • This position is also responsible for support to Permit to Work (PTW) &Lock-out Tag-out (LOTO) systems for permanent plant equipment. The client Electrical Isolating Authority has responsibility for the day-to-day office and field LOTO requirements of permitted activities for the construction, commissioning, maintenance and operation stages of the main generation Powerhouse, Spillway, Intake and Tailrace at the MFG construction site under the direction of the Isolation Coordinator: The responsibilities are as follows: ✓ Ensure implementation of, and full compliance with the requirements of client's PTW and LOTO Program's. ✓ To provide support and consultations with team members regarding Contractor requests to suspend, change, extend or cancel an existing permit that involves Isolations. ✓ Maintain control of all documentation associated with all isolations. ✓ Ensure adequate communication with the Contractor Area Authority (AA) regarding the PTW scope &the isolation plan. ✓ Review and approve contractor Permit applications that involve/require isolations including all supporting documentation for isolation plans when submitted as part of a PTW application. This is a duplicate and shared responsibility with the Isolation Coordinator. ✓ Development of the Isolation Certificate to record the isolation plan as submitted with the contractor's PTW application or Liven Up Notice (LUN) boundary. ✓ Ensure approval by the Contractor AA of the Isolation plan and endorsement of the isolation points on the Isolation Certificate prior to installation/removal of the equipment locks. ✓ Monitor open Permits periodically to confirm that the Permit Receiver is operating within the permitted work scope ✓ Review Contractor requests to suspend, change, extend or cancel an existing permit that involve isolations. ✓ Assist Isolation Coordinator in reviewing Contractors' LUN request and ensure isolation plans (if required) are adequate and effective and that the isolation is executed prior to the Isolation Coordinator's approval to energize. ✓ Apply and verify isolations as per the completed Isolation Certificates as required. (All isolations must be verified separately and independently from the individual who applied the isolations). ✓ Conduct field audits of isolations to ensure compliance with this Program and the completed Isolation Certificate as directed by the Isolation Coordinator. ✓ Maintain records of isolations Qualifications Required • Construction and Maintenance Electrician ticket, Red Seal certified. • 10 to 15 years field experience would be an asset. • Fully trained and knowledgeable with CSA Z-462- electrical workplace safety standard. • Knowledge with the Occupational health and Safety Act and 21000. • Strong focus on proactive safety management. • Experience in the design of electrical primary and auxiliary systems. • Experience in isolation and switching operations for medium and low voltage distribution systems. • Competency as defined in CSA Z-462 (4.1.6.4.1 —Qualified Persons) a qualified person is one who has skills and knowledge related to the construction and operation of electrical equipment and installation and has received safety training to recognize and avoid the hazards involved. • Construction and Maintenance electrical trade license. Location Position would be at Muskrat Falls Site. Rotation is 14/14. 10 hour days. Staying in camp will be required (even if successful candidate is local to Goose Bay).
