The Climate Action Secretariat (CAS), as a division of the Ministry of Environment and Climate Change Strategy, is responsible for leading and coordinating research, analysis, development and implementation of programs, strategies, policies, and legislation, that enable the mitigation of, and adaptation to, climate change, while supporting competitiveness and the development of a sustainable economy.
The Manager Carbon Pricing, Planning and Engagement leads development and implementation of engagement strategies and processes and conducts ongoing communications, consultations and negotiations with Indigenous leadership, organizations and/or Nations, industry, the public, and partners/organizations.
Job Requirements:
Education
• A university degree related to the Natural Resource and/or the Environmental Sector, in Public/Business Administration, or in Law or Economics and 3 years of related experience.
An equivalent combination of education and management experience may be considered.
Related experience must include:
• Experience providing advice and options to senior officials on complex, time sensitive matters. • Experience managing complex projects with multiple partners. • Experience developing, updating, interpreting, or applying policy, regulations, and legislation.
• At least 2 years' experience with industrial climate policy and/or carbon pricing approaches.
Preference may be given to applicants with:
• Experience working in the natural resource sector. • At least 2 years of experience leading engagement with industry, First Nations and Indigenous Peoples.

PROGRAM DESCRIPTION
The Climate Action Secretariat (CAS), as a division of the Ministry of Environment and Climate Change Strategy, is responsible for leading and coordinating research, analysis, development and implementation of programs, strategies, policies, and legislation, that enable the mitigation of, and adaptation to, climate change, while supporting competitiveness and the development of a sustainable economy. CAS works to achieve provincial climate change goals through engagement and collaboration with Indigenous peoples, the provincial public sector, other orders of government, research institutions, non-governmental organizations, professional and industry associations and business and industry. As well, CAS works directly with industrial operators and verification bodies to ensure compliance under the Greenhouse Gas Industrial Reporting and Control Act and associated Regulations.
JOB OVERVIEW The Manager Carbon Pricing, Planning and Engagement leads development and implementation of engagement strategies and processes and conducts ongoing communications, consultations and negotiations with Indigenous leadership, organizations and/or Nations, industry, the public, and partners/organizations.
ACCOUNTABILITIES
• Develops and oversees development of strategic and operational policy to support the achievement of ministry goals and objectives. • Presents and promotes policies and best practices to diverse audiences. • Provides authoritative advice to the Minister, ministry, or senior officials of other provincial agencies to facilitate effective resolution of complex and controversial policy issues. • Provides management of controversial, complex, or politically policy initiatives, and provides oversight of urgent or emerging complex issues. • Leads development and implementation of engagement strategies and processes and conducts ongoing communications, consultations and negotiations with Indigenous leadership, organizations and/or Nations, industry, the public, and partners/organizations. • Engages, negotiates, and guides partnerships with government and public agencies, educational institutions, and Indigenous nations. • Represents the CAS in meetings, consultations and correspondence with other government officials, industry representatives, and the public to explain and receive comment on policies and policy proposals. • Ensures that CAS policies are integrated with government programs through cross ministry committees. • Develop and oversee the development of communication and engagement materials. • Prepares briefing notes, background documents, issue and discussion papers and other materials, for presentation to the Minister, Executive and government staff on proposed policy/legislative/regulatory changes and critical issues and challenges. • Supervises staff including assignment of work, development and evaluation of performance plans, approval of leave, response to grievances and initiation of discipline processes. • Provides expert advice and recommendations to the internal and external parties on legislative, regulatory and policy issues. • Directs the preparation and/or negotiates contracts, monitors performance, and authorizes payment.
