The Associate Counsel will work in the Office of Legal Affairs and provide legal advice and counsel to NYC Health Hospitals' various facilities and programs, including hospitals, long-term care facilities, clinics, correctional health services, and humanitarian emergency response centers. The lawyer will be responsible for negotiating and drafting contracts and agreements with vendors and government agencies, ensuring compliance with legal and operational obligations, and presenting contracts for executive and board approval. Other responsibilities include regulatory advising, policy drafting, process development, and project management. The ideal candidate will have experience in all of these areas.
To be eligible for this position, candidates must have a baccalaureate degree or equivalent, an LLB or JD from an accredited School of Law, and be admitted to the New York State Bar. They must also have at least three years of experience in the practice of law, with a background in litigation, negligence, corporate law, contracts, real estate, labor relations, or labor law. Alternatively, candidates may have two years of experience in the practice of law, with a background in litigation, negligence, corporate law, contracts, real estate, labor relations, or employment law, and two years of progressively responsible experience in a professional or managerial capacity. Knowledge of HIPAA laws, Centers for Medicare & Medicaid Services (CMS), New York health laws and regulations, and Freedom of Information Law (FOIL) is preferred, as well as a strong understanding of public procurement methods and proficiency with MS Office Suite. In-house experience, specialized knowledge, and experience in contracting and regulatory advising in a healthcare environment are also preferred. The successful candidate will have excellent interpersonal skills, strong judgment, a sense of ownership, and high-quality writing, analytical, and problem-solving skills. They must also be interested in playing a meaningful role in a large, mission-driven integrated healthcare delivery system.
