Job Description
Essential Duties and Responsibilities
Supports General Counsel in all OGC activities and serves in his/her stead as needed; Assists in the development and oversight of OGC’s strategic goals, operating procedures and budget planning processes; Oversees the day-to-day administrative and operational management of the department, demonstrating commitment to constant improvement, monitoring workflow to assure maximum productivity and making sound decisions on resource allocations; Develops and implements processes that ensure that OGC maintains a customer service oriented approach and monitors staff’s implementation of this approach in carrying out their duties, attempting to meet reasonable requests, and make reasonable accommodations whenever possible; Identifies, implements, and evaluates best practices to maximize project and service delivery; Assists in staff selection, oversees matter assignments; monitors work and ensures high quality performance; Reviews attorney work product; Reviews supervisory attorney work product; Oversees OGC budget; Assists with the establishment of department and staff performance objectives and provides ongoing feedback; assists with writing and conducting performance reviews that communicate both honest assessment and clear goals and objectives; Communicates management’s position, agency information and work changes to employees; Complies with agency policies and practices when acting on or reviewing personnel-related issues including, but not limited to: staff selection, salary offers, time off and overtime requests, employee complaints and concerns, and disciplinary action; Develops, implements, and monitors a training and career development program for OGC; Reviews and approves work plans; confers with subordinates to develop appropriately structured activities with clearly defined tasks, responsibilities, reporting requirements, and timeframes; Monitors and evaluates routine operations and special activities for efficiency, effectiveness, and compliance with policies and procedures; analyzes existing work methods and management techniques employed to determine if they provide maximum efficiency and effectiveness; Develops, implements, and assures compliance with document management and recordkeeping procedures that supports the work flow needs of the agency and the department; develops, implements, and oversees procedures for utilization of practice management software and other technology to enhance productivity and quality of service; Oversees legal services in areas of specialty; analyzes complex legal issues and provides opinions to staff regarding such issues; Assists General Counsel in the coordinating the activities of outside counsel; Assures compliance with timekeeping, practice management and recordkeeping procedures in compliance with federal mandates and agency policies; Prepares for executive management and Board review a wide range of reports documenting OGC productivity and compliance with HUD directives and agency policies and procedures; Performs other related duties as assigned.

Job Competencies
Expert knowledge and extensive experience in the following areas:
Legal practice management Federal, state, and local housing and real estate development laws and regulations Key policies, procedures, functions, and staff in the Office of the General Counsel Real Estate, Contract, Landlord and Tenant, Employment/Labor, Corporate Law Creation of legal contracts, briefs, and all other legal documentation
Education and/or Experience
Juris Doctorate degree and at least seven (7) years related experience and/or training, or the equivalent combination of education and experience which meet the minimum qualifications requirement. Must be admitted to the bar and in good standing in the District of Columbia
