Job Description
The Public Utilities Bureau represents the People of the State of Illinois with respect to state and federal laws regulating public utilities, including energy (electricity and natural gas), water, and telecommunications services. The Bureau addresses public policies on energy and other utility issues, including utility rates, the transition to clean energy, rulemakings, legislation, and development of federal energy policies and market rules. The principal aim of the Bureau is to protect the state’s consumers from unreasonable rates and practices.
Responsibilities:
The Bureau advocates for Illinois’ utility consumers across a wide range of issues such as rates, affordability, service quality, energy efficiency, energy transition, competition and market rules, and company business, credit and collection practices. Attorneys are engaged in administrative litigation and rulemaking before the Illinois Commerce Commission, as well as state legislative initiatives and administrative litigation before the Federal Energy Regulatory Commission to monitor the operation and advocate for modification of federal energy and capacity markets. Attorneys work extensively with experts to identify and understand principles of utility finance, accounting, economics, and engineering.
Qualifications:
Applicants must be licensed in Illinois at the time of application, have a strong commitment to public service, and have excellent writing and editing skills. Candidates should have an interest in complex litigation and be willing to promote regulatory policies on behalf of consumers. While background in public utilities or a comparable highly regulated field is helpful, dedication to consumer advocacy and writing skills are more important.
Salary: Salaries are commensurate with experience and start at $76,000.
