About New York City Department of Education: Due to the series of demands and strikes for control of the community in 1969, John Lindsay, the Mayor of New York City relinquished all mayoral controls over the schools in the city and organized a school system in the 32 community boards and Board of Education. All Middle and Elementary schools were controlled by these community boards. The Board controlled all the high schools.
The school system of the city was reorganized in 2002. The school system control was handed over to the city mayor who then began the reform and reorganization efforts. All community boards were eliminated. The Board of Education was given the name of Panel for Educational Policy. The panel had 12 members of which 5 were appointed by the Borough Presidents while the rest were appointed by the city’s mayor.
